In June of 2015 alone, SDV INTERNATIONAL’s staff administered 156 project deliverables and supported FAA funded programs valued at $78,741,331.45 with support activities including: cost control; adherence to contract schedules; ensuring high workmanship standards; meeting with program offices to assess needs; conducting independent government cost estimates; creating Program Management Office (PMO) metrics and dashboards; and supporting contract award and administration. SDV INTERNATIONAL’s staff was recruited through a proven holistic human capital management approach that ensures high quality recruitment and retention performance. In addition, as an element of both retention and quality assurance, SDV INTERNATIONAL provided training to staff in technical aspects of their work, as well as areas of security, standards of ethics an conduct, travel, career, government furnished equipment, and the full gamut of specialized training within the framework of FAA requirements.

Furthermore, SDV INTERNATIONAL requires that staff complete training and pass exams, such as Project Management Professional Certification, Certified Professional Contracts Manager, or Certified Commercial Contracts Manager, as a quality control measure. In terms of IDIQ management, the FAA ‘eFAST’ Multiple Ordering Agreement (MOA) uses “calls” to support customer requirements. SDV INTERNATIONAL demonstrated its ability to perform very well on the first FAA MOA task order, and competitively won this particular 5-year task order to provide additional, long-term support services as a result. SDV INTERNATIONAL’s FAA MOA and Task Orders were competitively awarded. SDV INTERNATIONAL’s program managers provide professional quality controls and performance management reporting. As a company founded and managed by acquisition professionals, SDV INTERNATIONAL manages all types of task orders, including Firm Fixed Price, Time & Materials, and Cost-Reimbursement.

In addition, SDV INTERNATIONAL’s staff manages the full gamut of cost accounting standards that can be verified, including original cost estimates, invoicing, limitation of cost, limitation of funds, progress payments, contract changes, claims, estimate to complete, earned value management systems, revenue recognition, and impacts of cost accounting standards practice changes. SDV INTERNATIONAL’s staff ensures that all costs are allowable, reasonable, and allocable. SDV INTERNATIONAL’s program managers handle a wide range of performance deliverables to meet the needs of client stakeholders with varying specifications, directly supporting the FAA Executive System and interfacing with key officials at the FAA. SDV INTERNATIONAL DID not experience technical problems on this contract. While SDV INTERNATIONAL has no reservations about sharing and benefiting from lessons learned as its staff supports our clients in complex environments, in the case of this contract, SDV INTERNATIONAL did not experience technical problems.

In addition to acquisition support, SDV INTERNATIONAL supported AAQ-420 Contracts Branch to manage a portfolio of service and systems contracts covering administrative and programmatic support for FAA Executive Offices. Our support included development and implementation of acquisition strategies for a wide variety of procurements including legal support services, Human Resource services, Agency wide training programs, avionics and safety systems, financial systems, Inter-Agency Agreements and Other Transactions. These procurements generate a large volume of contractual documentation including contract award files, modifications, vendor communications, invoices and service/system acceptance details. AAQ-420 required IT support services to this enterprise to include creation and maintenance of a SharePoint (KSN) system to support the award processes (source selection), development and maintenance of workflow tools, hosting documentation, tracking and reporting of usage metrics and management support to this diverse set of documentation and processes.

In addition, SDV INTERNATIONAL provided support for these systems by performing the following tasks:

1 SharePoint design, initial implementation, user support and testing and implementation of incremental content builds to accommodate enterprise documentation and workflow processes.

2 Perform site maintenance and user support via telecom support provided Monday – Friday 8 - 5 PM

3 Perform enhancements, including upgrades, content and graphics updates, performance monitoring, identification and evaluation of improvement options, new technology introduction, link maintenance, site appearance maintenance (e.g., adherence to content and display standards, editing of submissions);

4 Design and/or install site protection and security precautions;

5 Provide periodic reports that collect current, relevant data and present analysis and summaries of data and associated trends.

This particular contract was competitively solicited, awarded, and SDV INTERNATIONAL delivered to the Department of Navy (DoN) with VERY GOOD Contractor Performance Assessment Reporting System (CPARS) ratings. The scope of work included but was not limited to:

  • Program Management and Project Planning support included, but was not limited to developing project plans within the Program Management Office (PMO) to support customer sites worldwide. Each project under this multiple TO contract rolled up to SDV INTERNATIONAL’s PMO. SDV INTERNATIONAL applied Project Management Institute body of knowledge (PMBOK) best practices, including Earned Value Management practices. 

  • Infrastructure and Software Implementation support included dozens of software products, including customization to meet task order-specific delivery requirements. This included, but was not limited to, virtual private networks, desktop virtualization, and various Commercial Off the Shelf Government-owned software. 

  • Solutions Support and Operations and Maintenance support included ongoing technology platform comprised of dozens of applications utilized by SDV INTERNATIONAL’s workforce throughout the duration of the contract.

 

U.S. Department of Veterans Affairs (VA), App and Cloud Cybersecurity Support

SDV INTERNATIONAL has successfully provided application development and cloud cybersecurity support to a prime contractor at the U.S. Department of Veterans Affairs (VA), specifically in securing their cloud-computing enclaves on a contract valued at more than $10,000,000.

Notable aspects of this project involved our security team completing security control selections and delivering an Amazon Web Services (AWS) Authorization-to-Operate (ATO) package for a moderate-impact cloud-based information system. The app, called VetRide, which was rolled out to VA beneficiaries nationwide, required comprehensive security measures to protect sensitive data.

SDV INTERNATIONAL took charge of the entire ATO package for this department-wide application, ensuring that it met the necessary security requirements. Leveraging our expertise in DevSecOps and cloud security, we collaborated closely with Amazon Web Services (AWS) to leverage their existing FedRAMP authorization, streamlining the process and expediting the delivery of a secure system. This approach not only ensured the adherence to stringent security standards but also allowed for efficient implementation and deployment.

 In addition to our focus on cloud cybersecurity, SDV INTERNATIONAL supported the U.S. Department of Veterans Affairs in achieving compliance with a wide range of laws, regulations, standards, and guidelines governing federal information systems. These include but are not limited to the Computer Fraud and Abuse Act, Federal Information Security Management Act (FISMA) of 2002, Privacy Act of 1974, Homeland Security Presidential Directive-7, and various OMB circulars and memorandums. By aligning our efforts with these frameworks and guidelines, we ensured that the cloud-based information system remained in compliance with applicable regulations and standards, safeguarding the privacy and security of sensitive data.

 SDV INTERNATIONAL's commitment to DevSecOps and cybersecurity principles was fundamental in securing the cloud infrastructure and information system for the U.S. Department of Veterans Affairs. Our team's expertise in cloud security, coupled with our understanding of the regulatory landscape, enabled us to deliver robust and compliant solutions. By leveraging our experience and collaborating with industry leaders such as Amazon Web Services, we provided the U.S. Department of Veterans Affairs with the confidence that their cloud-based systems were well-protected and aligned with industry best practices.

U.S. Federal Aviation Administration (FAA) Business Administration and Management Support

SDV INTERNATIONAL supports complex global programs in complex environments for the Federal Aviation Administration (FAA). In June 2015, for example, our staff administered 156 project deliverables and supported FAA funded programs valued at $78million with support activities including: cost control; adherence to contract schedules; ensuring high workmanship standards; meeting with program offices to assess needs; conducting independent government cost estimates; creating Program Management Office (PMO) metrics and dashboards; and supporting contract award and administration. U.S. Federal Aviation Administration (FAA) Logistics Program Support

SDV INTERNATIONAL provides acquisition and business management experts to support the FAA Chief Financial Officer through a broad range of program and acquisition support activities.  This support includes activities with nationwide facilities and FAA systems requirements for a nation-wide contract with a $100million projected ceiling.

 

U.S. Department of State Linguist Support Services

SDV INTERNATIONAL has supported the Department of State (DoS) through administration of linguist support service (LSS) projects. For example, we provide contract administration of DoS LSS delivered to FAA, including interpretation, translation, monitoring, transcription, and language analysis services in support of engagements with foreign aviation authorities. Administration of this contract includes quality inspections and quality standards in language proficiencies that meet the needs of the FAA Europe, Middle East, and Africa Area Office; including its Civil Aviation Security Regulatory Enforcement Programs, its liaison role in legal matters with civil aviation authorities, and other governmental and quasi-governmental organizations.

 

U.S. General Services Administration (GSA) Telecommunications Services

SDV INTERNATIONAL provides telecommunications services to GSA in Region 6 (Heartland Region). GSA's Region 6 represents the states of Nebraska, Iowa, Missouri and Kansas -- providing superior customer service and workplace solutions for Federal customers. The Heartland Region's real estate portfolio includes 70 federally-owned buildings with more than 14.5 million square feet, and nearly 400 leases with an additional 11.9 million square feet. Region 6’s Kansas City-based headquarters is also home to GSA's Integrated Facilities Management and Industrial Products Solution Center -- responsible for more than $1 billion in hardware and tools supply purchases each year.

GSA's telecommunications services provide a broad range of end-to-end telecommunications and network services, such as voice, data, local and international telephone service. SDV INTERNATIONAL supports GSA in providing telecommunications services to federal partners by aggregating overall demand and then leveraging that demand to negotiate lower prices with telecommunications providers.

SDV INTERNATIONAL provides the Federal Aviation Administration (FAA) with a broad range of comprehensive professional and support services. Our support allows for long-term procurements for an array of professional and support services to serve the requirements of the FAA, and on a limited basis and when in the best interest of the Government, all other federal government agencies, nationwide, in an expedited efficient and effective manner. eFAST is the FAA’s preferred small business contracting vehicle for services. SDV INTERNATIONAL’s business administration and management support includes: management, administrative expertise, advice, analysis, studies, or reports in areas such as: program management, execution, and control; procurement management; employee training and development; payroll and finance administration; budget formulation and execution; cost and benefit analysis; economic and regulatory analysis; environmental analysis; energy management analysis; management and organizational evaluation; staffing, workload and workflow analysis; conferences, seminars, and meetings; public events and writing; and expertise and analysis on the effectiveness, efficiency, or economy of management and general administrative operations and procedures.

 

U.S. Department of Justice (DoJ) Records Management

SDV INTERNATIONAL supports the Department of Justice (DoJ) Civil Division conducting Records Management Support Services through our Joint Venture company, SDV Applied Solutions. Our personnel have expertise with the Freedom of Information Act (FOIA), the Presidential Memorandum on Managing Government Records, and the National Archives and Records administration (NARA) Directive.

SDV INTERNATIONAL provides IT solutions to IBM Corporation on a wide range of commercial and federal programs. SDV INTERNATIONAL’s leadership and subject matter experts have worked with IBM for many years, and with our proven performance record, SDV INTERNATIONAL became an official protégé to IBM’s in early 2014.   IBM is a global corporation with more than 450,000 employees. IBM’s mentor-protégé program is a selective program that includes a handful of small businesses every two years, and includes regular mentorship, strategic advice and assistance, and a wide range of expert support to SDV INTERNATIONAL covering the full gamut of business concerns.   Based on our success as IBM's protégé in the commercial program since 2014, SDV INTERNATIONAL is becoming a Federal protégé in November 2015, expanding on the accomplishments we’ve made as a protégé to IBM thus far. 

 

U.S. Department of Veterans Affairs (VA), Cloud Cybersecurity Support

SDV INTERNATIONAL supports cloud-computing enclaves at VA. For example, our security team recently completed security control selections and an Authorization-to-Operate (ATO) package for a moderate-impact cloud-based information system that is being rolled out to U.S. Department of Veterans Affairs beneficiaries nation-wide. SDV INTERNATIONAL completed the entire package for this wholly new department-wide application. SDV INTERNATIONAL is working with Amazon Web Services (AWS) to leverage and existing FedRAMP authorization for this new system.

U.S. Department of the Army’s Intelligence and Security Command (INSCOM), Global Intelligence Support Services

SDV INTERNATIONAL supports the U.S. Department of the Army’s Intelligence and Security Command (INSCOM) on the most comprehensive acquisition vehicle available for intelligence support services to the Army, INSCOM and Intelligence Community (IC) mission partners worldwide, offering complete, state-of-the-industry solutions, services, and products.

 

U.S. Air Force Integrated Personnel and Pay System (AFIPPS) Architecture Blue-Printing, Software Development Support

SDV INTERNATIONAL provided Air Force-wide Integrated Personnel and Pay Systems (AF-IPPS) information system architecture blue printing, software development and systems implementation support in San Antonio, TX.  AF-IPPS will be a web enabled, Commercial-Off-The-Shelf (COTS)-based solution that will integrate many existing personnel and pay processes into one self-service system. The system represents the AF commitment to modernizing business practices and providing enhanced support for today's service members and their families. AF-IPPS will align with DoD data standards for personnel, pay, and accounting, including the Common Human Resource Information Standards (CHRIS), which will ensure compliance with the Business Enterprise Architecture (BEA). The AFIPPS program will be bound by using the BEA "Hire-to-Retire" (H2R) construct.

Eighty-four percent of the BEA's H2R activities are within the scope of AF-IPPS. The purpose of AF-IPPS is to provide the AF with a sustainable, cost-effective, auditable, and regulatory compliant method of effectively capturing and maintaining personnel information so that Service members are paid accurately and on-time without requiring repetitive action or onerous paperwork, while allowing commanders/managers to easily access pertinent information. The goal of AF-IPPS, as documented in the Capability Development Document (CDD) signed in July 2011, is to fully integrate personnel and pay management for the AF's Total Force (Regular Air Force (RegAF), Air National Guard (ANG), and Air Force Reserve (AFRes)). The future state will be characterized by streamlined, Total Force business processes; efficient and accurate management of pay entitlements; auditable financial statements with regard to military pay; improved access to accurate and timely personnel data for authorized users; and a modernized IT systems environment that is cost-effective and can adapt to future needs.

AF-IPPS's customers include approximately 620,000 AF Service members across all components, as well as thousands of military leaders of different ranks, specialties, and career fields who are responsible for the conduct of AF operations that rely on these services to ensure Service members with the appropriate skill sets are deployed where needed at home and on the battlefield. Congress, the rest of the Department of Defense (DoD), and other federal agencies all rely on accurate AF Human Resources (HR) data to make key decisions that affect how the US military is organized, funded, deployed, and maintained.

 

U.S. Defense Health Agency (DHA), Defense Health Workflow Consulting, SharePoint Design and Administration

SDV INTERNATIONAL staff supports the Defense Health Agency (DHA) through workflow and SharePoint consulting.  The Armed Forces Health Longitudinal Technology Application (AHLTA) is the electronic medical record for the MHS, and had low user satisfaction. There was no clinical decision support in AHLTA, nor were the evidence based screening or severity measures. Compliance with clinical practice guidelines (CPG's) was erratic and often had a low entrance into the clinical setting. Policy, IT services, workflow, education and clinical operations were all parts of a successful IT integration, yet these were quote mark stove-piped across various Air Force Medical Agencies. To address this issue and cut across these barriers, Air Force Medical Support Agency (AFMSA or SG6) created the Workflow Division.

The AFMSA Workflow Division is a group of clinicians with IT expertise was able to create programs that included all of the fore mentioned components and empowered clinicians at the point of care. Seeing the importance of working across the MHS, the AFMSA Workflow Division reached out to the Army and the Navy and formed the Tri-Service Workflow team (TSWF). This group of clinicians from all three services work together to create IT solutions in a standardized manner to actualize evidence based medicine at the point of care. The TSWF is the standard documentation tool for primary care across all three services. It is the only group that delivers evidenced based clinical decision support at the point of care in AHLTA. The TSWF group has been shown through research to be able to increase rates of screening for depression in the clinical setting, coding accuracy, compliance with Joint Commission inspection items, reimbursement and readability of notes.

Making data available in a meaningful way at the point of care is a difficult task, and is what is referred to as Workflow. Our staff provides Workflow support that allows maximization the talents of every member of the medical team, and delivers world class care to patients. Workflow is the how, who, when and where of data management.  Our staff implements broad workflow procedures using complex SharePoint workflow designs in this environment.

 

U.S. Navy Next Generation Enterprise Network (NGEN), IT Services

SDV INTERNATIONAL supports the U.S. Department of the Navy (Navy) on its Next Generation Enterprise Network (NGEN) information technology environment with a broad range of professional IT support. NGEN builds on the Navy-Marine Corps Intranet (NMCI). NMCI is one of the largest intranets in the world, providing end-to-end secure IT services to more than 400,000 computers and 800,000 users across 2,500 locations that vary from major bases to single user locations. From Information System Architects to LAN administrators, SDV INTERNATIONAL is contracted to provide a full array of IT professionals to support NGEN.

 

U.S. Department of Veterans Affairs (VA), Veteran’s Health Administration Standards & Interoperability, Terminology Standards Medical Informatics Consulting

SDV INTERNATIONAL provided Program Management support to the Veteran’s Health Administration (VHA), Office of Health Information (OHI), Chief Health Informatics Office (CHIO), Standards & Interoperability (S&I), Terminology Standards contract.  Primarily responsible for the oversight, coordination, requirements, test development, and management of selected VHA terminology content, models, tools, and systems. Our collective informatics consulting team of clinicians, terminologists and technicians produced deliverables for the following customers:  Standards Related Organizations (SRO); Health Level 7 International (HL7); the International Health Terminology Standards Development Organization (IHTSDO); Logical Observations Identifiers Names and Codes Group (LOINC), the IHTSDO Machine and Human Readable Concept Model Working Group (CMWG). Our support and deliverables maintain the information models and structures that are used in SNOMED CT (Systematized Nomenclature of Medicine-Clinical Terms) development and dissemination and the Federal Health Information Model (FHIM), in support of information models for exchanging data across settings and is planned for use in the Virtual Lifetime Electronic Record (VLER).

SDV INTERNATIONAL provided Claims Auditing and Processing for the State Veterans Home (SVH) Per Diem Program at the U.S. Department of Veterans Affairs (VA).  Our Audit Administrator, Lead Claims Analysts, and Claims Review Analysts conducted an audit of the SVH Program payments to identify overpayments and provide reports of results and recommendations for improvements.  The audit consisted of approximately 288,000 claims.  SDV INTERNATIONAL contributed to the development of documents that became part of a controlled library of project documents at the Veterans Health Administration Purchased Care Program (VHA PC) at the Health Administration Center (HAC).  

 

U.S. Army, Biological Scientific Consulting Services

For a period of five (5) years, SDV INTERNATIONAL provided Scientific Consulting Services to the Department of Defense (DoD) in a highly specialized biological science capacity. Our staff actively measured, controlled, evaluated risks, and recommended solutions for a wide range of environmental contamination issues, including but not limited to: Tuberculosis Exposure, Radiation Exposure, Hazardous Chemical Exposure, Physical Facility Risk Exposure (e.g., flooring risks related to electricity, grip, foot contamination mitigation), Electrical Safety, Infectious Materials (e.g., bloodborne pathogens).  In relation to various environmental hazardous materials, our staff was directly involved with: legal compliance with OSHA Directives and CDC/NIOSH Guidelines; hazard communication; utilization of personnel monitoring equipment, such as film badges, pocket chambers, pocket dosimeters, or film rings, employee a exposure records; personal protective equipment (e.g., gloves, goggles, splash aprons) provided for handling hazardous chemicals; walking-working surface safety compliance; monitoring of electrical sources near water supplies or other electrical hazards, and; universal precautions used when exposure to blood and other potentially infectious materials (OPIM) was anticipated. This program required extensive staff credentialing and security screening. This process never varied as a result of compliance with stringent DoD regulations in this field, and included: Primary Source Verification (PSV) for degrees through national student clearing houses and direct university transmittals; direct contact with every previous employer, providing a waiver request if a former employer no longer existed; licensure confirmation with the Drug Enforcement Agency (DEA), the American Board of Radiology, and the specific states in which our experts operated; investigations of criminal history and creditworthiness; federal government security clearance status using DoD systems, and; extensive behavioral evaluations.

 

Health Information Management Staffing Services

From 2008 to 2011, SDV INTERNATIONAL provided more than 30 health information management staffing support to the U.S. Department of the Air Force, the U.S. Department of the Army, and the U.S. Department of the Navy in 7 states.  We successfully integrated Military Health System policies, procedures and data systems in support of health information management and revenue cycle management requirements.  Our staff achieved 100% performance level and improved the prime contractor’s performance level throughout this period. Prime contractor became a repeat customer.
