Senior LEadership

Michael Perry, Chairman & Chief Executive Officer  

Mr. Perry leads SDV INTERNATIONAL by setting its overall strategy and by managing day-to-day leadership with a strong understanding of all aspects associated with leading complex organizations.  Mr. Perry is a retired U.S. Air Force Lieutenant Colonel with more than 30 years of experience with the military, IBM and small businesses. Mr. Perry's previous leadership roles include Chief Executive Officer of multiple simultaneously operating affiliated companies with more than 1,300 employees, hundreds of whom delivered services to the United States Government in EMEA and Asia.  

Mr. Perry’s education includes graduate and undergraduate degrees in business and information systems, and he maintains ongoing engagement with leading academic organizations. Mr. Perry is an author, and has been featured by multiple media organizations, including a role as co-host of Business of Government Hour Radio Show on WJFK 106.7 FM.

Mr. Perry brings an ability to thrive and “win” with large and complex clients while leading lean organizations. His insight and success serve him well as he leads SDV INTERNATIONAL and its affiliates. Michael Perry ensures that SDV INTERNATIONAL provides clients and teaming partners with a financially solid Service Disabled Veteran Owned Small Business (SDVOSB) capable of successfully performing in the public sector and private sector.


Jason Roys, President

Mr. Jason Roys guides SDV INTERNATIONAL’s business strategies, and leads the company's marketing programs and joint ventures. Mr. Roys has led multi-million dollar programs in information technology, healthcare and national security. Further, Mr. Roys has extensive experience growing companies, including several he co-owned. His experience includes taking a dot com company public, as well as serving as Vice President of a firm with more than 1,000 employees, where he led enterprise-wide business development initiatives with more than 15 federal agencies on 6 continents.

SDV INTERNATIONAL is committed to supporting U.S. Government missions around the world, and Mr. Roys has traveled the globe to develop corporate capabilities. For example, Mr. Roys travels throughout the Middle East and Asia to lead town hall meetings to ensure his team's efforts are coordinated to provide maximum impact to U.S. Mission end users.

Mr. Roys was recently elected (2018) as Co-Chair to the  Small Business Association of International Companies (, which represents more than 200  U. S. companies doing business throughout the world in support of the U.S. Government.  Through this position, Mr. Roys is afforded the opportunity to brief senior government officials at the White House, on Capitol Hill, and at the State Department to engage small businesses in the OCONUS setting. This investment ensures that SDV INTERNATIONAL has the most current insights available to small businesses that support U.S. Missions overseas. In addition, Mr. Roys is an executive committee member of the DC Chapter of the National Contract Management Association (NCMA), and in fact, he was the youngest elected Vice President during his tenure in the position from 2007 to 2010. Mr. Roys is also an active constituent of the Overseas Security Advisory Council (OSAC), and the Federal Bureau of Investigation's (FBI) InfraGard Advisory Network.

Mr. Roys’s education includes graduate and undergraduate degrees in information systems security and international business. He has earned various certifications, including Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), DoD Information Assurance Technical Level III Certified (IAT III), DoD Information Assurance Management Level III Certified (IAM III), as well as other certifications from Cisco and Microsoft more than 15 years ago. Mr. Roys has been featured in major publications, including the Wall Street Journal and the Washington Post, and has published numerous Research and White Papers [e.g., 1, 2, 3, 4].


Sean Lawrence, Chief Information Officer  

Mr. Lawrence is responsible for delivering SDV INTERNATIONAL’s technical capabilities to its personnel, strategic partners, and clients. Mr. Lawrence is a proven technology innovator with almost 20 years of experience serving in many roles, including Chief Executive Officer, Chief Technology Officer, and Chief Information Officer. Mr. Lawrence’s accomplishments include developing industry-changing solutions, from over-the-air encryption updates early in his career, to the development of the Air Force Medical Applications Virtualization Solution (AFMAVS). Mr. Lawrence has also introduced cutting-edge hardware devices to market spaces where hardware innovation had taken a backseat. 

Mr. Lawrence’s education includes graduate and undergraduate studies in Information Technology, and he holds an M.B.A. and various industry-related certificates.


William Keppler, Senior Associate

Mr. Keppler provides SDV INTERNATIONAL’s clients with international operations expertise and diplomatic consulting, and represents SDV INTERNATIONAL interests with senior officials, business leaders from around the globe to secure tangible support and engagement in company initiatives and events. Mr. Keppler is a retired career Foreign Service Officer, and he has had the privilege of providing support to three U.S. Presidents, and has served on the staff of six Secretaries of State. 

Mr. Keppler’s U.S. Department of State postings overseas include Brazil, Switzerland, Thailand, and the Philippines, as well as temporary tours of duty in more than 40 countries on six continents. Among his U.S. Department of State appointments, Mr. Keppler served as the Regional Director of Human Resources in Asia, where he was responsible for the Department's 2nd largest regional workforce, including thousands of local nationals, third country nationals, and American nationals.  In support of the U.S. international trade promotion agenda, Mr. Keppler served as a Senior Trade Advisor on a detail to the National Center for Asia Pacific Economic Cooperation (NCAPEC) in Seattle, and was a delegate to the APEC Leaders and Ministerial Meetings. In support of the Strategic Arms Reduction Treaty (START), Mr. Keppler served as Executive Director and oversaw a workforce of more than 100, including many key personnel linguists. 

On behalf of the U.S. Government, Mr. Keppler also brokered the agreement with the State of Hawaii for Honolulu to host the Asian Development Bank’s 2001 annual meeting for the finance ministers from 59 nations. While detailed to the White House, Mr. Keppler helped to plan, organize, and provide the logistical support for the U.S. hosting of the 1990 G-7 Summit.

Mr. Keppler has served as host and moderator of television shows airing on C-SPAN and other cable channels. Prior to joining the Foreign Service, Mr. Keppler served as a management analyst in the International Division of the U.S. General Accounting Office. His Capitol Hill experience includes service on both Senate and House Committees, and on a senior Senator’s staff. Mr. Keppler earned a Master of Business Administration degree in Government-Business Relations from George Washington University, and a Bachelor of Arts in Political Science from Villanova University. 


Diana Stuart, Director of Healthcare Services

Diana Stuart has over 25 years of experience in the Healthcare Information and Revenue Cycle Management, including extensive support to the Department of Defense and the Department of Veterans Affairs.  Ms. Stuart has outstanding skills in coding, auditing, training, billing, and project management. Throughout her career, Ms. Stuart has maintained the highest performance standards within this diverse environment, maintaining outstanding work ethics, and the ability to work well in both team-oriented and self-directed settings. She enjoys the healthcare environment and all the challenges it brings.  Ms. Stuart's certifications include CPC, CPC-H, CPMA, CEMC, CCS-P, CRS, and AHIMA-Approved ICD-10-CM/PCS Trainer.

Ms. Stuart is a co-author of the 4th Edition of the Encounter Classification Handbook (formerly titled the Coding Manual and known as the "Orange Book").


Patricia Perry, Director of Quality Assurance 

Ms. Perry leads SDV INTERNATIONAL’s Quality Assurance Program that independently spans its practice areas, and provides clients with the highest levels of quality assurance.  Ms. Perry spent more than 15 years in the federal government as a registered nurse. During that period, she supervised and directly participated in numerous quality programs including, post-operative programs, OB/GYN programs, and protocol compliance for controlled substances at the Pentagon’s Flight Surgeon’s Office and Bolling AFB’s family practice clinic.

Ms. Perry brings an “attention to detail” in a complex environments where missions -and lives- depend on high quality deliverables. Ms. Perry believes that SDV INTERNATIONAL eliminates chaos by ensuring all of its teams utilize proven quality controls and thorough documentation. Ms. Perry holds a BS in Nursing from George Mason University with high honors.


Dr. Frederick Smith, Senior Associate

Dr. Smith provides SDV INTERNATIONAL’s clients with highly valuable clinical and operational insights that benefit a wide range of stakeholders.  Dr. Smith is widely recognized for his research and expertise in the areas of breast, colorectal and lung cancers. He is a practicing Medical Oncologist in Washington D.C. and a Clinical Associate Professor of Medicine and Radiation at Georgetown University. He is active in cancer clinical trials and is a prolific author of articles and abstracts in the field of chemotherapy. 

During his tenure at Georgetown University, he has participated in all phases of clinical trials. He has authored more than 50 articles and abstracts in the field of chemotherapy as well as reviews of the natural history of malignancy. Dr. Smith was the primary liaison for a French-American agreement for collaborative research as well as for extramural research in the community. Dr. Smith leads the local community in assisting patients onto appropriate cancer clinical trials. As a medical practitioner, he is keenly in touch with the realities of patient care while maintaining his knowledge of academic life. Consequently, he is an excellent bridge for both communities.

Dr. Smith has served as Medical Consultant to the Montgomery Hospice Society, Medical Director of Oncology for Suburban Hospital, and on the Board of Directors and Trustees of The Washington Chapter of the American Cancer Society. Dr. Smith is a graduate of the St. Louis University Medical School. He did his internship and residency in medicine at Georgetown University Hospital and his fellowship in medical oncology at the Vincent T. Lombardi Cancer Research Center at Georgetown. Dr. Smith has been elected by his peers as one of Washington’s “Top Doctors” over more than 15 consecutive years, as published annually by Washingtonian Magazine.


Dr. Adam Gelrud, Senior Associate

Dr. Gelrud provides SDV INTERNATIONAL’s clients with a deep commitment, understanding and experience with healthcare workflow dynamics and its impact to patients.   Dr. Gelrud believes SDV INTERNATIONAL brings to the healthcare environment, the merging of modern technology with the compassion people desire.  This approach ensures SDV INTERNATIONAL’s clients, such as the federal government, maintain the highest patient care.   

Dr. Gelrud is a board certified physician, and has extensive Veterans Affairs and private sector medical experience.  He has held chairman appointments on numerous medical committees that, for example, focus on: improving physician engagement scores as measured by Gallup; improving communications between physicians and administrators; managing staffing shortages; and workflow oversight for electronic medical records. Dr. Gelrud has been the recipient of Richmond Magazine’s “Top Doc” the past four years and was awarded the Excellence in Care of the Dying Award from Bon Secours Hospital System. Dr. Gelrud’s service includes physician care at the Department of Veterans Affairs Medical Center (VAMC) in Baltimore, MD as well as support of various veterans groups. Dr. Gelrud holds his Degree of Doctor of Medicine from the University of Maryland, and Internship and Residency with the University of Florida. 


Brett Velicovich, Senior Associate

Brett Velicovich is one of the world’s most renowned drone experts. Interest in the commercial uses of unmanned aerial vehicles, aka drones, has been growing rapidly over the last few years. Mr. Velicovich has years of experience in the counter terrorism field and has studied the world’s most lethal terrorist groups, with a particular understanding of groups like ISIS and al-Shabaab. Mr. Velicovich provides guidance on counterterrorism and combatant drone uses.

Mr. Velicovich utilizes his experience to provide guidance on US Government drone policy and strategy overseas and the short term and long term effects of drone warfare against America’s enemies. Mr. Velicovich provides counsel on the legal challenges posed by drone proliferation and the potential for developing common international standards to govern their use

Mr. Velicovich has dedicated his life to changing the narrative on drones and showing how drones can be used for good. The various applications drones provide in regions around the world include monitoring migration patterns, deterring poachers, mapping the habitats of endangered species, ocean health monitoring, and delivering medical aid in typically inaccessible locations.


Rebecca Gelrud, Senior Associate

Ms. Gelrud leads SDV INTERNATIONAL’s clinical informatics initiatives. An accomplished healthcare expert, Ms. Gelrud presents a wide breadth of capabilities for her clients. Ms. Gelrud has extensive experience providing Nursing Informatics subject matter expertise and Project Management in the Department of Health and Human Services (HHS) environment, with a focus on intensive care unit (ICU) information systems by coordinating beta clinical trials and establishing protocols in accordance with U.S. Food and Drug Administration (FDA) regulations.

Ms. Gelrud supports the SDV INTERNATIONAL’s information systems for nursing and medical functionality, usability, and quality by establishing company policies, procedures, and protocols that are compliant with the Health Insurance Portability and Accountability Act (HIPAA), Logical Observational Identifiers Names and Codes (LOINC), and Health Level Seven (HL7) standards.  An expert in the Veterans Affairs environment, Ms. Gelrud served at the Clinical Information Systems Department at the Department of Veterans Affairs Baltimore Veterans Area Medical Center (VAMC). 

Ms. Gelrud is a Registered Nurse, as well as a board certified in Nursing Informatics, and is a member of HIMSS, AMIA, and CARING. She completed her Master’s Degree in Nursing Informatics, and undergraduate studies in Science of Nursing.


Kim Waiyaboon, Senior Associate

Ms. Waiyaboon provides SDV INTERNATIONAL’s clients with guidance on international commerce policy and international trade. Her experience includes support of firms with multinational operations, as well as research and publications on the topics of the World Trade Organization, the International Monetary Fund, and the Overseas Private Investment Corporation. 

Ms. Waiyaboon’s accomplishments include public policy recommendations based on her studies at Oxford University in which she published arguments for modifying the land-use system in the United Kingdom in order to accomplish long-term economic growth. Ms. Waiyaboon’s skills serve to benefit a range of stakeholders engaged in international commerce policy and trade.

Ms. Waiyaboon also supports SDV INTERNATIONAL with project management, marketing and sales support. Ms. Waiyaboon’s education includes undergraduate and graduate degrees in business and public policy, including a Master’s Degree in International Commerce Policy from George Mason University.


Wayne Hulehan, Senior Associate

Mr. Hulehan leads public relations initiatives for SDV INTERNATIONAL. Mr. Hulehan’s background includes information technology and client service leadership with a strong track record of: providing critical leadership for the implementation of next-generation technology solutions to support business requirements; delivering high-level client support and training, and; driving system capabilities to maximize business performance and minimize costs. This experience enables Mr. Hulehan to envision and execute appropriate public relations campaigns that maximize audience benefits as well as fuel brand expansion.

Mr. Hulehan’s honors and community achievements include Alexandria Citizen of Year(2003) ,  Tommy Thompson Award for lifetime service to Boy Scouts of National Capital Area Council, and; Alexandria Public School Technology Advisory Committee Member.
